What these pruner rope insulators are meant to do are to break electrical current if rope contacts energized lines above insulator. They are individually tested for dielectric strength at 100kV per foot for 5 minutes per ASTEM F711 as referenced in OSHA paragraph 1910.269(j)(1)(i).
